Trucking compliance in Oregon
Oregon is one of 10 jurisdictions that do not take part in UCR, so a Oregon carrier registers through another state. Oregon levies a weight-mile tax instead of a fuel tax; no IFTA diesel rate is listed.
UCR in Oregon
Oregon is not a UCR participating state. That does not exempt a Oregon carrier: the UCR Agreement covers every interstate for-hire carrier, private carrier of property, broker, forwarder and leasing company, wherever it is based. What changes is the base state. The UCR Plan's rule has three steps, and Oregon carriers start at step two:
- Principal place of business in a participating state? Not the case for a Oregon company, so move on.
- An office or operating facility in a participating state? If so, that state is your base state. A Oregon carrier with a terminal across the line uses that terminal's state.
- Otherwise, choose from the regional list. For Oregon the UCR Plan lists 10 states: Alaska, California, Colorado, Idaho, Montana, North Dakota, New Mexico, South Dakota, Utah, Washington.
The fee does not change with the base state you pick — $55 for 0–2 vehicles, $167 for 3–5, $333 for 6–20 in 2027 — so the practical choice is the state whose system you already deal with for IRP or IFTA. Enforcement also follows the vehicle, not the home state: a Oregon truck inspected in a participating state can be cited for an unpaid UCR.
IFTA fuel tax in Oregon
Oregon levies a weight-mile tax instead of a fuel tax; no IFTA diesel rate is listed. Oregon instead charges a weight-mile tax, administered by the Oregon Department of Transportation, based on the miles a vehicle travels in the state and its declared weight; IFTA miles in Oregon are still reported on the IFTA return, but as non-taxable miles. Carriers operating in Oregon need an Oregon weight receipt or permit separate from IFTA. The 46 jurisdictions with a listed rate range from $0.1900 to $0.9790 per gallon, median $0.3150.
