UCR fee brackets
The UCR fee is decided entirely by which of six fleet-size brackets you fall into. This hub lists every bracket for the 2027 and 2026 registration years and links to a page on each, with the per-vehicle cost and the step to the next bracket.
| Bracket | Vehicles | 2026 fee | 2027 fee | Change |
|---|---|---|---|---|
| B1 | 0–2 vehicles | $46 | $55 | +$9 (19.6%) |
| B2 | 3–5 vehicles | $138 | $167 | +$29 (21%) |
| B3 | 6–20 vehicles | $276 | $333 | +$57 (20.7%) |
| B4 | 21–100 vehicles | $963 | $1,163 | +$200 (20.8%) |
| B5 | 101–1,000 vehicles | $4,592 | $5,548 | +$956 (20.8%) |
| B6 | 1,001+ vehicles | $44,836 | $54,165 | +$9,329 (20.8%) |
| Broker / leasing | any | $46 | $55 | +$9 |
Why the brackets jump the way they do
The brackets are not proportional. Going from 0–2 vehicles to 3–5 vehicles roughly triples the fee ($55 to $167); going from 101–1,000 vehicles to 1,001+ vehicles multiplies it almost tenfold ($5,548 to $54,165). Per vehicle, though, the fee falls as fleets grow: a two-truck carrier pays $27.50 a truck, a 100-truck carrier $11.63, and a 1,000-truck carrier $5.55. The bracket pages work through those edges one at a time.
Counting vehicles
Total commercial motor vehicles operated during the preceding year. A vehicle counts if it is:
- Self-propelled vehicle used on highways in commerce, principally to carry passengers or cargo, with GVWR, GVW or GCWR of at least 10,001 lb
- Any weight, if carrying placarded hazardous materials
- Designed to carry more than 10 passengers including the driver
Fleet changes during the registration year are reported the following year. Trailers are not self-propelled and do not count. Brokers, freight forwarders that do not operate vehicles and leasing companies pay the B1 fee ($55 for 2027) regardless of size.
Where the 2027 fees come from
FMCSA sets UCR fees by rule after the UCR Board recommends them. The 2027 table is in FMCSA final rule, 49 CFR 367.50 (FR Doc. 2026-17893, Docket FMCSA-2025-0655), which also fixes those fees for every later registration year until a new rule replaces them. The 2026 fees are the ones the UCR Plan published for that year. Both sources are linked below and on every bracket page.
