UCR bracket B1: $55 for 2027

Bracket B1 is where owner-operators and the smallest fleets sit, and it is also the bracket every broker, freight forwarder without trucks and leasing company pays by statute. The fee is $55 for the 2027 registration year, up from $46 in 2026, a rise of $9 or 19.6 percent.

What $55 buys, per truck

With two vehicles the 2027 fee works out to $27.50 each; with one it is the whole $55. A carrier with zero vehicles still pays $55, because the registration attaches to the business, not the truck. That is also why brokers and forwarders without equipment land here: the statute assigns them the smallest bracket, so a brokerage of any size pays $55 for 2027 and paid $46 for 2026.

The edges of bracket B1

Below: there is nothing below B1. Zero vehicles is still B1.

Above: one vehicle past 2 puts you in bracket B1 (0–2 vehicles) at $55, a step of $0. The step is modest at this end of the schedule; the brackets widen sharply further up.

The owner-operator's view

For a one-truck operation the UCR fee is one of the few fixed costs that does not scale with anything: $55 whether you ran 20,000 miles or 120,000. New entrants can miss it, because it is collected through the states rather than FMCSA and is not part of the authority application. The sequence that works is USDOT number, then operating authority, then UCR through the base state before the first interstate load. A leased-on owner-operator operating under a carrier's authority is usually covered by that carrier's UCR, which counts the leased truck in its own fleet total.

Registration years and sources

2027 registration opened on October 1, 2026. The 2027 fee also applies to every later registration year until FMCSA adopts a new table by rule. Brackets did not change between the two years shown; only the dollar amounts did, by 20 percent on average across the schedule.

Who registers in bracket B1

Owner-operators with one or two power units, small private carriers, and — whatever their size — brokers, freight forwarders without vehicles and leasing companies. Anyone in the bracket who is engaged in interstate commerce to any extent must register; the rule is not about how far or how often.
