Trucking compliance, state by state
The federal filings are the same everywhere; what changes by state is whether you can register UCR there, where you register if you cannot, and what you pay in IFTA diesel tax for every mile you run inside its lines. Pick a state for the rule and the number, with sources.
- 1Highest diesel rate $0.9790
- 2Lowest diesel rate $0.1900
- 3Median of 46 $0.3150
- 4Not in UCR 10 states
Pick a state
Diesel rate shown is the 4Q2026 IFTA special-fuel rate per gallon; an amber dash means the state does not participate in UCR, a blank rate means it is not an IFTA jurisdiction or its rate is excluded (see methodology).
What is federal and what is state
Same in every state
- UCR fee schedule: six brackets, $55 to $54,165 for 2027
- Heavy Vehicle Use Tax: $100 to $550 a year, 55,000 lb and over
- FMCSA filing fees: $300 per operating authority
- Medical certificate: 49 CFR 391.41 standards, 24-month cycle
Set by the state
- UCR participation (41 participate, 10 do not) and the base-state rule
- IFTA diesel rate, reported each quarter to IFTA, Inc.; 46 rates range from $0.1900 to $0.9790
- IRP apportioned plates, intrastate authority and weight limits — not covered here yet
The 10 non-participating jurisdictions
Arizona, Hawaii, Florida, Maryland, Nevada, New Jersey, Oregon, Vermont, Wyoming, District of Columbia. Carriers based in these places still owe UCR. The UCR Plan's rule: if your principal place of business is in a participating state, that is your base state; if not, but you have an office or operating facility in one, that is; otherwise you pick from a short regional list, which each state page prints.
