UCR Fees for 2027: What Changed and Why

UCR fees are set by rule. The UCR Plan's board recommends a schedule, FMCSA publishes it in the Federal Register, and the result is a fixed table of six fees that every participating state enforces. For the 2027 registration year that rule is FMCSA final rule, 49 CFR 367.50 (FR Doc. 2026-17893, Docket FMCSA-2025-0655), and it raised each bracket by between $9 and $9,329 — an average of 20 percent on the fees used for 2025 and 2026.

The two tables side by side

Bracket Vehicles 2026 2027 Increase
B1 0–2 vehicles $46 $55 +$9
B2 3–5 vehicles $138 $167 +$29
B3 6–20 vehicles $276 $333 +$57
B4 21–100 vehicles $963 $1,163 +$200
B5 101–1,000 vehicles $4,592 $5,548 +$956
B6 1,001+ vehicles $44,836 $54,165 +$9,329
Broker / leasing any $46 $55 +$9

The pattern is proportional: each bracket rose by about a fifth, so the ratios between brackets are what they were. A two-truck carrier pays $9 more; a thousand-truck carrier pays $956 more.

Why fees go up

UCR revenue is capped by statute at the total the participating states are entitled to collect. When registrations fall short of that total in a year, the board recommends higher fees to make it up; when they overshoot, it recommends lower ones. That is why UCR fees move in both directions over time, and why a rise in one year is not a trend.

What it means for your filing

Nothing changes in the process. Count the commercial motor vehicles you operated in 2026, find the bracket, pay the 2027 fee through your base state's UCR registration. If you registered late for 2026 you still owe the 2026 fee for that year; the 2027 fee is for 2027 only.

The UCR fee calculator shows both years for any fleet size, and each bracket page walks through the edges.

Questions

When did the 2027 UCR fees take effect?

2027 registration opened on October 1, 2026, with the new fees. The final rule was published in the Federal Register on September 1, 2026 and took effect 30 days later.

Do the 2027 fees apply to 20271 too?

Yes. The rule sets the fees for 2027 and each subsequent registration year until FMCSA adopts a new table.

Did the brackets change?

No. The six fleet-size brackets are unchanged; only the dollar amounts rose.
